Dev Rastogi, P.E.
Business Group Director - Transportation
Dev Rastogi, P.E., Vice President and Business Group Director of LAN’s Transportation Group, focuses her efforts on leading a team that provides full service solutions for any project delivery method in the transportation market space.
Rastogi has more than 32 years of civil engineering experience serving firms of various sizes, from local startups to mid-sized firms to Fortune 500 companies. Previously, she served at URS Corp. as a vice president for six years, running its North Texas and Oklahoma operations. Prior to that role, she served as a vice president and chief operating officer of LopezGarcia Group, Inc., one of the largest minority/women-owned engineering firms in Dallas, for a decade. Rastogi’s expertise is in business development, operations, program and contract management. She has worked with public and private sector clients throughout Texas, including the City of Dallas, Dallas Area Rapid Transit, Dallas Fort Worth International Airport, Texas Commission on Environmental Quality, and the United States Army Corps of Engineers, Fort Worth and Tulsa Districts.
Sima Vajdani, P.E.
Business Group Director - California
Sima Vajdani, P.E., is Vice President and Business Group Director – California. With offices in Los Angeles, Sacramento, Orange County, Oakland, and Milpitas, Sima leads the firm’s rapidly expanding practice in the state and is charged with overseeing and coordinating business development efforts, production activities, and operations.
Sima has more than 30 years of engineering, project delivery, construction, and management experience. She has served public and private sector clients throughout the western United States on a range of water and transportation infrastructure projects, including mass transit, water/wastewater, highways, ports, airports, bridges and special structures.
Previously, she served in leadership roles where she has helped set firms apart in a changing marketplace. She served as President, CEO and Founder of McInfra, a company focused on providing consulting services to the water and transportation infrastructure community. Prior to McInfra, she was instrumental in establishing an engineering division for Samsung Engineering and Construction in the Americas. She has also served in senior leadership roles in a number of other prominent firms, such as Atkins, Earth Tech, Jacobs, and CH2M Hill.
Chris has 20 years of experience managing complex capital programs, dedicating the past 15 years to the development and delivery of rail and transit programs throughout the country.
He has expertise in leadership, engineering and construction management and has overseen all facets of rail and transit delivery, ranging from vehicle manufacturing and traction electrification to infrastructure design and right of way acquisition. Chris has managed some of the most high-profile rail and transit projects in North Texas, including DART’s Orange Line light rail expansion as well as The T’s TEX Rail commuter rail corridor, both providing connections to DFW Airport from these major Metroplex urban centers. As Vice President of Rail & Transit, he is responsible for leading the LAN rail and transit practice, providing engineering, planning, and management services on all modes of freight rail, transit rail, and fixed route transit infrastructure.
Tim Schmidt has 31 years of program management, construction management, and design experience for a number of multi-million public transit projects, including heavy rail, light rail, commuter rail, and bus/bus rapid transit projects. He has also provided the same services freight rail clients, completing the $80 million Dallas Intermodal Facility for Union Pacific Railroad. Tim is a proven team leader and consensus-builder focused on project delivery to meet stakeholder expectations that help save our clients time and money. He is currently project manager for one of the largest design-build public works and passenger rail expansion projects in the Bay Area—the $800 million VTA/BART Silicon Valley Berryessa Extension.
He has worked closely with Class 1 and short-line railroads, Federal Transit Administration (FTA), Federal Railroad Administration, and the California Public Utilities Commission (CPUC). He was also project manager and technical expert for two modern DMU (diesel multiple unit) projects in the US, one of which received the first alternatively compliant waiver from the FRA, allowing the DMU to mix with freight.
Other notable clients served include Sacramento Regional Transit District, Dallas Area Rapid Transit (DART), Metropolitan Transit Authority of Harris County, Capital Metropolitan Transportation Authority, VIA Metropolitan Transit, and Denton County Transportation Authority.
David (Dave) Wemmer has more than 36 years of experience in the railway industry (light, commuter, high-speed, and freight), encompassing a broad range of expertise in railway and municipal engineering. His experience ranges from conceptual studies to detailed design, preparation of contract documents, and construction services. Dave has managed and provided engineering expertise on a variety of multi-disciplined railway and municipal projects, including light rail extensions, new high-speed rail, commuter rail facility rehabilitation, corridor capacity improvements, grade separations and crossings, stations, bridges, vehicle maintenance facilities, and utility designs.
